Because of rapidly emerging deregulation and restructuring, the electric
power industry in the U.S. is becoming increasingly diverse and generates
many of new business entities, such as Power Marketer, Aggregator, ISO and
RTO. gDot-comh companies could also be major contributors to
popularization of deregulation through internet. Various aspects of
restructuring in the U.S. electric power industry are described, including
its history, such as PUHCA, PURPA. The difference in restructuring by region
is also addressed. A question is whether the growth of competition and
deregulation would actually benefits customers.

Development of Volume Reduction System for Ion Exchange Resin Using

 The amounts of radioactive spent ion-exchange resins are increasing in the
water cleaning system in nuclear power plants.
The volume reduction technology has been required to reduce the amounts of
spent ion-exchange resins for radioactive waste disposal.
We have been developed the volume reduction system for ion-exchange resin
using the non-thermal ICP(Inductively Coupled Plasma).
The features of this system are following.
(1) High volume reduction is possible.
(2) This system is using non-thermal ICP, enabling very calm reaction, which
reduces the scattered rates of radioactive particle to exhaust gas.
(3) The amount of exhaust gas is very little, leading the exhaust treatment
equipment to be compact-size.

Structural Integrity Evaluation for HIP Bonded Fusion DEMO Reactor Component

@HIP(Hot Isostatic Pressing) is applicable to fabrication technology for
in-vessel components of fusion DEMO reactor which has been fabricated by
ferritic steel F82H. Verification of structural integrity of HIP bonded
joint is one of the most important subjects on the development of fusion
DEMO reactor component. Even now structural integrity evaluation method for
HIP bonded joint is not enough estimated.
@This paper describes the results of low cycle fatigue test and inelastic
analysis  using HIP-element model under the bending load of fusion DEMO
reactor. Low cycle fatigue strength and fracture/deformation mode has been
obtained. SEM-observation was performed at the fracture surface of
HIP-element model and the bonded joints between cooling tubes and plate were
inspected.

Seismic Proving Test of a Reinforced Concrete Containment Vessel (RCCV)

This paper describes the results of a seismic test on a reinforced concrete
containment vessel (RCCV) carried out using a large-scale, high-performance
shaking table facility.  The model used for the test is a scale model of an
RCCV separated from the reactor building and consists of the shell wall and
the steel liner fixed inside the shell wall. The direction of the input
motions is horizontal and/or vertical. The behavior of the test model under
seismic loading is estimated from the response waves, the maximum response
values of the major components, load-deformation curves, and energy
absorption characteristics obtained in the test. The results demonstrate
that an RCCV has superior seismic safety in the case of the assumed
earthquake excitation.

@A design study has been carried out on a basic plan, a configuration, main
specifications and the arrangement for a handling and storage system of the
spent target, moderator vessel and other components, which are highly
activated and contain the poisonous mercury, for the Neutron Scattering
Facility so as to be treated remotely with high reliability and safety.
@The system is composed of a vehicle to exchange the target, remote
handling equipments such as manipulators, casks to contain air-tightly the
spent components, storage systems and so on.
@A computer simulation has also been performed to check the design
propriety, and it has been consequently proven that the safe and highly
reliable system can be realized.
